Early Life
Harishankar Brahma was born on 19 April 1950 in Gossaigaon, located in present-day Kokrajhar district of Assam. He belongs to the Bodo community, one of the prominent indigenous communities of Northeast India. Growing up in Assam, he developed a strong interest in public administration and governance, which later inspired him to pursue a career in the Indian Administrative Service.
Education
Harishankar Brahma completed his schooling at Don Bosco School, Guwahati. He graduated from St. Edmund's College, Shillong, and later obtained a Master's degree in Political Science from Gauhati University. His academic background in political science provided a solid foundation for his future responsibilities in public administration and constitutional governance.
Civil Service Career
In 1975, Harishankar Brahma joined the Indian Administrative Service (IAS) and was allotted the Andhra Pradesh cadre. During his distinguished administrative career spanning over three decades, he served in several important positions at both the state and central government levels.
He worked as District Collector and Magistrate, Commissioner of the Municipal Corporation of Hyderabad, Commissioner of Transport, Commissioner of Food and Civil Supplies, Principal Secretary for Environment and Forests, and Member-Secretary of the Andhra Pradesh State Electricity Board. At the Government of India, he held senior positions including Joint Secretary in the Ministry of Home Affairs, Special Secretary in the National Disaster Management Authority, and Secretary in the Ministry of Power before retiring from the IAS.
His experience covered governance, infrastructure development, disaster management, border administration, power sector reforms, and public policy, making him one of the most experienced administrators of his generation.
Chief Election Commissioner of India
Harishankar Brahma was appointed as an Election Commissioner of India in August 2010. On 16 January 2015, he became the 19th Chief Election Commissioner of India and served until 18 April 2015.
During his tenure, he emphasized conducting elections in a transparent, peaceful, and impartial manner. He encouraged greater voter participation, supported the use of technology for improving electoral rolls, and promoted measures to strengthen electoral integrity. Under his leadership, the Election Commission continued its efforts to maintain public confidence in India's democratic process.
