Early Life
Parbati Kumar Goswami was born on 1 January 1913 in Assam during the British Indian period. He was the son of Bamdeb Goswami and Jogada Devi. From an early age, he displayed exceptional academic ability and developed a keen interest in education, discipline, and public service, qualities that later shaped his successful legal career.
Education
He received his early education at the English School in Sivasagar. Later, he studied at Cotton College, where he completed his Bachelor of Arts (Honours) with First Class distinction and received the prestigious Gunabhiram Barooah Silver Medal for academic excellence. He then pursued a Bachelor of Law (B.L.) degree from Earle Law College, Guwahati (now B.R.M. Government Law College), graduating with First Class honors. His outstanding educational achievements laid a strong foundation for his future in the legal profession.
Legal Career
Parbati Kumar Goswami began practicing law at Dibrugarh in 1938 before enrolling as an advocate of the Calcutta High Court in 1943. Between 1947 and 1949, he served as Government Pleader and Public Prosecutor, where he handled several important legal matters involving the Government of Assam.
In 1953, he was designated as a Senior Advocate of the Supreme Court of India. He also served as a member of the Assam State Law Commission, the State Bar Council, and its Disciplinary Committee, contributing significantly to the development of legal institutions in Assam.
On 12 May 1967, he was appointed as a Judge of the Assam and Nagaland High Court. His sound legal reasoning, fairness, and administrative ability led to his appointment as the 9th Chief Justice of the Gauhati High Court in January 1970. During this period, he also served as Chief Justice for the jurisdictions that later included Meghalaya, Manipur, and Tripura after judicial reorganization.
A major milestone in his career came on 10 September 1973 when he was elevated as a Judge of the Supreme Court of India, becoming the first person from Assam to serve on the nation's highest constitutional court. He remained on the Supreme Court Bench until his retirement on 31 December 1977, delivering judgments that reflected judicial independence, constitutional values, and strict adherence to the rule of law.
Acting Governor and Public Service
Apart from his judicial responsibilities, Justice Goswami briefly served as the Acting Governor of Assam and Nagaland from December 1970 to January 1971. He discharged the constitutional responsibilities of the office with dignity while continuing his commitment to impartial public service.
He was also associated with the World Association of Judges in Geneva, demonstrating his engagement with the international legal community. Beyond the judiciary, he actively supported education and sports and founded the All Assam Lawn Tennis Association, reflecting his interest in youth development and healthy social initiatives.
