Karmashree Hiteswar Saikia was one of Assam's most influential political leaders, known for his statesmanship, administrative skills, and commitment to peace and development. Serving as the Chief Minister of Assam twice - from 1983 to 1985 and again from 1991 until his passing in 1996 — he played a pivotal role in shaping the state’s political and socio-economic landscape.
Born on October 3, 1934, in Nazira, Assam, Hiteswar Saikia pursued education at Cotton College and later joined the political sphere as a member of the Indian National Congress. His early political journey saw him actively participating in issues concerning rural development, education, and youth welfare.
Entered Assam Legislative Assembly in 1972 representing Nazira; served as Minister of State for Home, Education, and Public Relations (1972–74), then full Home Minister (1974–78) under Sarat Chandra Sinha.
Served as Chief Minister of Assam in two terms: first from 28 February 1983 to 23 December 1985, then from 30 June 1991 until his death on 22 April 1996. During his tenure as Chief Minister, Saikia worked towards restoring peace in Assam during turbulent times marked by insurgency and unrest. He initiated dialogue with various groups, strengthened the administration, and focused on development projects in infrastructure, education, and health sectors. His pragmatic approach earned him respect across political and community lines.
Hiteswar Saikia’s government also emphasized industrial growth and the empowerment of marginalized communities. His leadership style combined firmness in law and order with compassion for the people, making him a trusted figure in Assam’s political history.
Married Hemoprova Saikia on 7 March 1964; she later became MLA from Nazira (1996–2006) and served as Assam's Handloom & Textiles Minister. Debabrata Saikia, their eldest son, who obtained a degree from Calcutta University, entered politics in 2011 and currently serves as the Leader of the Opposition in Assam Legislative Assembly.
Hiteswar Saikia held positions as Lieutenant Governor (1986–87) and Governor of Mizoram (1987–89)
He was posthumously honored with the title “Karmashree” for his tireless dedication to public service. Even decades after his demise on April 22, 1996, his contributions continue to inspire leaders and citizens alike.

The Hiteswar Saikia Foundation is a non-political socio-cultural and research institution established in memory of Late Hiteswar Saikia, the former Chief Minister of Assam. Formed by his close friends, admirers, and family, the Foundation aims to perpetuate his legacy of public service, socio-political engagement, and cultural promotion. The Foundation was formally established on 2nd December 1996 and registered through a Deed of Trust. It operates from its registered office in Guwahati, Assam.
