Born on 1 October 1948 in Muktapur village near Baihata Chariali in Kamrup district, Assam, Dr. Deka completed his schooling at Patidarang Vidyapeeth High School. He earned his MBBS degree from Gauhati Medical College in 1969 and later completed his MS in ENT from AIIMS New Delhi in 1973. Over the years, he established himself as one of India's leading ENT surgeons and became a pioneer in cochlear implant surgery. He is credited with performing India's first bilateral cochlear implantation surgery and has successfully treated hundreds of patients suffering from hearing impairment.

Before becoming Director, Dr. Deka held several important academic and administrative positions at AIIMS and contributed extensively to medical education, patient care and research. His career also included advanced training at internationally renowned institutions in the United States and Australia, helping him introduce modern surgical techniques in India. Throughout his professional journey, he published more than 200 research papers and earned recognition from numerous national and international medical organizations.

His remarkable contribution to medicine continued to receive appreciation even after retirement, including a Lifetime Achievement Award presented during the 51st Convocation of AIIMS New Delhi in 2026.
