Project Overview
The Namrup-IV project has been designed as a brownfield development, meaning the new plant will come up within an existing industrial complex. This ensures optimal utilization of existing infrastructure, reduces environmental impact, and speeds up implementation. Approved by the Union Cabinet in March 2025, the project carries an estimated investment of around ₹10,601.40 crore and follows a 70:30 debt-equity structure.
Once commissioned, the facility is expected to produce 12.7 Lakh Metric Tonnes (LMT) of urea annually, significantly strengthening fertilizer availability in states such as Assam, West Bengal, Bihar, Jharkhand, and Uttar Pradesh.

The new Ammonia-Urea Plant is critical for several reasons:

Recent Developments and Government Initiatives
In the lead-up to the foundation-laying ceremony, a significant milestone was reached when BVFCL and Assam Valley Fertilizer & Chemical Company Limited (AVFCCL) signed a crucial MoU on land-use rights. This agreement allows AVFCCL to access and utilize identified land within the complex for pre-project activities, including surveys, planning, and initial construction work.
Officials from Projects & Development India Limited (PDIL), the implementing partner for AVFCCL, also participated in the event, highlighting the strong collaborative effort behind the project.
During his scheduled visit on December 20–21, 2025, Prime Minister Narendra Modi officially lay the foundation stone for the Namrup-IV plant, marking the beginning of a new era for fertilizer production in the Northeast.
