Gunotsav Assam Explained: How This School Assessment Program Helps Students Perform Better

Gunotsav is a large-scale school evaluation program launched by the Government of Assam to improve the quality of education in government schools. The initiative assesses learning outcomes, infrastructure, and community participation to identify gaps and implement targeted improvements that help students perform better.

Improving the quality of education in schools has been a major focus for the Government of Assam. One of the most important initiatives introduced for this purpose is Gunotsav, a statewide evaluation program designed to assess the performance of schools and improve learning outcomes among students.

Gunotsav aims to strengthen the education system by identifying learning gaps, improving school management, and encouraging community participation. Since its launch in Assam in 2017, the program has played a crucial role in enhancing accountability and transparency in government schools while helping students achieve better academic results.

Constitutional Basis for Quality Education

The Right to Education Act, 2009 (RTE) guarantees every child between the ages of 6 and 14 the constitutional right to free and compulsory elementary education.

Section 29 of the Act emphasizes that children must receive quality, inclusive and child-friendly education. This means schools must not only provide access to education but also ensure that students develop strong learning foundations.

To achieve this goal, the education system must regularly assess student progress and identify areas where improvements are needed. Gunotsav was introduced as a structured approach to evaluate these learning outcomes.

What Is Gunotsav?

Gunotsav is a large-scale school evaluation initiative launched by the Government of Assam in 2017 to measure the quality of elementary education in government and provincialised schools.

The program conducts a comprehensive assessment of schools based on four major areas:

  1. Scholastic performance (learning outcomes of students)

  2. Co-scholastic activities

  3. Community participation and contribution

  4. Availability and utilization of school infrastructure

The evaluation is conducted using OMR-based assessments and involves students from Class I to Class IX studying in government, provincialised, tea garden management schools, tea garden model schools, Adarsha Vidyalayas, Kasturba Gandhi Balika Vidyalayas (KGBVs), and residential schools.

Why Gunotsav Was Introduced

Over the years, several educational reforms were introduced in Assam to improve learning outcomes. These included:

  • Development of textbooks based on the National Curriculum Framework (NCF) 2005

  • Activity-based learning methods

  • Teacher training programs

  • Recruitment of qualified teachers

However, it became necessary to systematically assess student learning levels and identify gaps. Gunotsav was designed to fulfill this need by providing a structured evaluation mechanism that helps the government understand where improvements are required.

The initiative also aligns with Sustainable Development Goal 4 (SDG-4), which focuses on ensuring inclusive and equitable quality education for all.

First Phase of Gunotsav in Assam

The first phase of Gunotsav in Assam was conducted between 4 April and 7 April 2017.

During this phase, eight districts were covered:

All government and provincialised schools at the elementary level, including tea garden schools, participated in the assessment.

Each external evaluator visited three schools over three days and spent the entire day at the school, from morning assembly until the completion of the evaluation process.

Role of External Evaluators

One of the most unique features of Gunotsav is the involvement of senior officials and public representatives as external evaluators.

External evaluators include:

  • Chief Minister

  • Education Minister

  • Ministers from other departments

  • Senior IAS, IPS and IFS officers

  • Class I and Class II officers

  • Faculty members from universities and colleges

These evaluators visit schools, observe classroom activities, interact with students and teachers, and submit confidential reports with recommendations.

Their presence acts as motivation for schools and ensures impartial evaluation.

School Grading System Under Gunotsav

Schools are graded based on their performance during the evaluation process.

The grading categories include:

  • A+ Grade

  • A Grade

  • B Grade

  • C Grade

  • D Grade

The grading weightage is distributed as follows:

  • Scholastic performance: 90%

  • Co-scholastic activities: 5%

  • Community participation: 5%

Infrastructure is evaluated separately and does not affect the final grade.

Impact of Gunotsav on School Education

Gunotsav has significantly influenced the education system in Assam by bringing attention to learning outcomes and school performance.

Some of the major impacts include:

Identification of Learning Gaps

The program helps identify subject-wise weaknesses of individual students so that teachers can provide targeted remedial teaching.

Improved School Accountability

School administrations and teachers become more accountable as their performance is evaluated through a transparent process.

Community Participation

Parents and local communities actively participate in school activities. In many places, community members have contributed by:

  • Building temporary classrooms

  • Installing basic facilities

  • Supporting academic activities

Increase in Student Attendance

Gunotsav has also helped increase the attendance of both teachers and students by creating a more active learning environment.

Improvement in School Performance

The results of Gunotsav show significant improvement in school performance over the years.

In the first Gunotsav in 2017, a total of 48,868 schools participated.

The grading results were:

  • A+ : 6,037 schools (12.35%)

  • A : 12,927 schools (26.45%)

  • B : 13,636 schools (27.9%)

  • C : 9,163 schools (18.75%)

  • D : 7,105 schools (14.54%)

By Gunotsav 2024, the results showed major improvement:

  • A+ : 11,593 schools (35.76%)

  • A : 14,932 schools (46.05%)

  • B : 4,603 schools (14.20%)

  • C : 1,032 schools (3.18%)

  • D : 261 schools (0.81%)

Additionally, 5,758 schools achieved A+ grade for two consecutive years in 2023 and 2024.

Remedial Measures and School Development

Based on the Gunotsav results, the School Education Department and district administrations take corrective measures such as:

  • Remedial teaching programs for weak students

  • Infrastructure development

  • Electrification and classroom improvement

  • Academic support initiatives

A unique strategy called school twinning has also been introduced. In this system, high-performing schools with A+ or A grades partner with lower-performing schools to share best practices and improve learning standards.

Gunotsav and Future Educational Reforms

Gunotsav has now become a major part of the academic monitoring system in Assam.

The program has been included in the State Academic Calendar, and 10% weightage from Gunotsav is considered in the annual examination assessment.

By combining self-evaluation, external evaluation, and community involvement, Gunotsav continues to strengthen the quality of education across the state.
