Starting October 1, 2025, the Government of Assam suspended the issuance of new Aadhaar cards for adults, except in rare cases. The move aims to curb illegal immigration and prevent fraudulent identity creation. Adults above 18 years can no longer apply for Aadhaar unless they receive special approval from the District Commissioner, which requires strict background verification.

The government previously offered a final enrollment window from September 1 to 30, 2025, for eligible residents. However, certain communities such as Scheduled Castes (SC), Scheduled Tribes (ST), and tea garden communities are exempted and can apply until September 30, 2026. The restrictions do not apply to children and infants, who can still enroll. According to the state, Aadhaar coverage in Assam has already surpassed 100%, and the new policy helps safeguard the system against misuse by foreign nationals posing as Indian citizens.
